Informational: PayPal IPN Emails #1311

Description of Issue: I saw a strange error with our email deliver provider, Mailgun, where emails were failing to be delivered. After investigation this is what I found.

Our Club uses PayPal for BCOEM and to take member dues and raffle money, IPN sends notifications for any PayPal event and BCOEM sees them. In this case our treasurer was taking dues payments. When the IPN message got to BCOEM, which is displaying the results of the last competition state, BCOEM tried to send emails about the transactions. these emails were not deliverable.

We probably should turn off IPN in the off season. I don't know if any fix is needed in BCOEM. Something to be aware of.

The BCOEM version is old. It will be updated before the next competition.

For enhancements, please prepend "Enhancement - " to the title. For issues/bugs, please prepend the BCOE&M version number the title.

@jimmyorkin - When you say '...turn off IPN in the off season...', are you referring to disabling it in BCOEM?

@raybilyk Turn IPN off in PayPay. In the settings for IPN in PayPal, there is an option to disable it.
