Update to Tidy 5.5.24, circa 2017-05-17 #2

The last update of Tidy2.dll was to use Tidy library 5.3.1, circa June, 2016...

Tidy library has had some substantial updates since then, now at 5.5.24, 2017.05.17...

Need Update

Do not feel this is a new release yet, but getting there...

Was unable to make the version and date external to the Tidy2/VersionAndAbout.rc, so gave up on this...

Instead just patched in manually...

Note, since this file is in UNICODE, git treats it as binary...

Will now create a 5.5.24 tag, and make this a release...
