Sanath (the person from Main Roads I've been corresponding with) tells me this:

The "Road_Name" attribute in the dataset is the name applied to whole of managed route. Route names on State Roads are Main Roads’ internal use names. Local road names are sourced from Local Governments ROMAN database.

The "Common_Usage Name" attribute in the dataset is the gazetted road name or posted road name for each road section. For local roads, the Route_Name and Road_Name values are the same.
