List out and describe mapwarper's use of GDAL for a port #25

Mapwarper calls out via Ruby controller functions to the GDAL command-line toolset to work its georeferencing magic—previewing, warping, and building overview images.

As part of Lost Towns we want to build a standalone modern API that does the same jobs with the same GDAL tools, but we need a quick list of what we're dealing with first.
