rasters with colormaps do not plot correctly on zoom #15

Appears to be a problem with the colormaps and the values currently plotted. Also, plot sill seems to be taking a long time on tighter zooms. Can test this with the VT lulc from VCGIS.

Ideas:

re-calc color map for curretnly displayed values
mask gets color maps right so could mask raster data and plot that instead. Need to check timing on this.

crop gets the correct colormap but for some reason is slowing things down much more than by just the crop...

got it working, but axes not plotting....
