rename maps and mapsets from catalog #1

Add the menu item to rename maps and mapsets from catalog.
Should rename on disk directly.

Added rename action. 
Will not add rename mapset action, since that is too scary. The suggested 
workflow here is "open folder" from the location and manual renaming of the 
mapset.
