Move Spanish schools symbols up #30

Change the CartoCSS order so Spanish schools improve their visibility.

Probably I'll have to add the layer again. I think that making two layers (one for Spanish and another for English) is the only way to changing the order of rendering

Finally changed the order for the data to arrive... making the Two layer thing broke the current visualization code and would take much more time to mend it.
