Minimal language on uncertainty #212

This is one alternative to reducing confusion about the language in the "Uncertainty and Confidence" section.

Fixes #211.

In case it is easier to read than the diff, this is the updated section on Uncertainty and Precision:

3.1.10. Uncertainty and Precision

As in [RFC5870] the number of digits of the values in coordinate positions MUST NOT be interpreted as an indication to the level of uncertainty.
