Split concept templates #84

Concept HTML templates are pretty big. In the result, IEV site has to override them all just to add a few tiny changes. Splitting it into smaller change would help a lot, as they could be overridden more selectively.

This does not negate need for making these partials bit more configurable (e.g. date format).
