enhancement: have standard name appear when "mouse-over" official standard link #176

if this is not too difficult and when there is time, can the actual name of the standard appear in a pop-up balloon when the user "mouses-over" any of the official blue links, as shown below...

Thank you @ReesePlews , this should be easily doable as we have already obtained the data during the dataset build process. Will schedule.
