Add two buttons on concept pages: "Suggest a translation" and "Report an issue"

• Suggest a translation
• Report and issue

@ronaldtse thank you for discussing this yesterday; @HassanAkbar thank you for working on the implementation;

i am thinking of a slight modification to the description changing "Suggest translation" to something like "Suggest or modify a translation" because some items will already be translated... so for those either a "modification" is the option, or we could think that people may suggest a new translation or a new translation for a new language.

that said, i think there needs to be a balance on how long the description of the link (red text) should be. and i am open to your advice.

@ronaldtse It seems like a deployment issue to me because I am still seeing the old version of the site. I have changed some html classes in the PR and those are not showing on the page instead the old classes are present on the page.
