adding config for staging environment #205

Added config file for staging environment

Needed for -> https://github.com/geolexica/isotc211.geolexica.org/issues/206

@ronaldtse This the copy of original _config.yml file with updated links to match the staging environment.

One thing to note is that the social links for Facebook and LinkedIn are not working even on the production site.
