Upgrade Jekyll to 4.x #94

Jekyll 4 is out for quite some time. @ronaldtse, @strogonoff any objections against upgrade? The process will require some changes to https://github.com/ISO-TC211/jekyll-theme-isotc211 as well, hopefully nothing more than relaxing the dependency version constraint.

@skalee no objection to upgrade at all, but we need to update all our custom plugins.

@skalee seems that there are no custom ones, please go ahead.

It seems there is a couple: jekyll-theme-isotc211-helpers and jekyll-plugin-frontend-build.

Yes, you'll have to fix them for compatibility.
