Save Flag button position not good

...while using small laptop displays, the save flag button is not visible anymore, due to lower right corner position.

Maybe a scroll bar would be a solution or change the size of all the buttons.

Corrected. Added new panel for flagging issues in 0.4.0 (a96f79b6be463942dc76165bab2b7cb68b5e4c34)
