CoDEC-specific descriptions for data catalog and explorer #61

In the .R files used to generate the "core" CoDEC datasets, should we add CoDEC-specific descriptions for the data resource? This could be displayed in the checkboxes on the explorer app.

assign description in each upstream data repo; change it in .R files if necessary

once complete for core datasets, release new version of codec with updated built /inst data
