better example dataset for vignette and test #8

mtcars doesn't have enough variation and is too long

something similar to classy but with fewer columns? (still use classy to test every frictionless "type")

use a CODEC area-level tabular dataset

need a "toy" dataset, ala https://github.com/degauss-org/fortunes to use in vignettes and testing (replace hamilton_landcover)

created hamilton_poverty_2020 dataset for testing

hamilton_landcover will work for now, but need to rename census_tract_id to census_tract_id_2010
