Updated GeoServer to 2.15.1 and GeoTools to 21.1. #27

In addition to upgrading the GeoServer and GeoTools versions, Spring and Spring security versions were updated to match the versions used in GeoServer 2.15.1.

Note that this PR is dependent on its corresponding PR to core GeoMesa and should not be merged until the GeoMesa PR is merged:
