Handle Bad Layers after restart #267

After restarting the computer, Handle Bad Layers Message occurs. Vector tiles file have as Datasource: /tmp/vector_tiles_reader/tmp/... which is deleted with the restart.

Vector Tile Layers have to be reloaded.
