@sfkeller says he regularly has to explain to users that exports will usually take around 30 minutes.

The web application itself should inform the user about this

before submitting an order (i.e. on the order forms, near the "submit" button)
after submitting an order (e.g. in the stored message(s) for appropriate statuses)
in a general FAQ or information page

(at least one of these, possibly several)

For now, an overall average (computed from statistics or manually guesstimated) would IMHO suffice. Later, this could be made dependent on the excerpt chosen for tailored estimates.
