Add a new mapping for AccessId "V" and "D" resources to use "limitedDistribution" in ISO19115-3 identificationInfo//resourceConstraints//classification ("G" remains "unclassified" and "R" remains "restricted")
For "G" resources, add a "DELWP Data License" as a separate identificationInfo//resourceConstraints - Emil to supply URL for DELWP Data License
For "V" resources, add a "CC BY 4.0" license as a separate identificationInfo//resourceConstraints
metadataConstraints: AccessAdvertScopeId = 1 and 2, maps to "limitedDistribution", 3 maps to "unclassified"

Note: This will mean we have resourceConstraints/MD_SecurityConstraints/classification AND resourceConstraints/MD_LegalConstraints/(with cc-by-4.0 or delwp data license) - which is fine and quite ok - but could these be combined in one MD_LegalConstraints? This has implications because I have added the licenses as xlink'd fragments since this allows the content of the licenses (eg. urls, wording etc) to be updated without needing to update the metadata record (like contacts).

See 793a94e738e28ca802f2f628f50082937de3a5d8 Note: subtemplates/fragments with license references etc should be loaded using Admin>Metadata and Templates when rebuilding the catalogue so that xlink'd references will work.

but could these be combined in one MD_LegalConstraints? Simon they can be combined as long as the access to the links are separate. sent you an email 9:00am 13th Aug with the licence links. (Emil and I have discussed this issue)
