Note that identificationInfo//citation//identifier is the correct section of the metadata record for identifiers relating to the dataset to be placed in. In this case the jurisdiction relates to the location of the custodian of the dataset?
Where it appears in the view of the metadata record is completely arbitrary. For example, in the following view that I constructed for metashare records, there is a section called identifiers and keywords and the jurisdiction id appears in that section. So where it is in the metadata record and where it appears in the view need not be related.
