Blank phone numbers in contact information get handled badly #4

eg. ANZVI0803002529: the contact info there has blank phone numbers that end up as +61 3 with no additional number after them. They should really end up as gco:nilReason="unknown" or better yet, no contact telephone numbers at all.....
