Forward port RNDT Changes to Develop #344

Some improvements on schema-plugins interactions and on Italian localization have been made when implementing the iso19139.rndt schema plugin. These commits have been performed on branch 2.10.x only. We are waiting for some additional feedback from users/clients before doing the forward port.

Hi Jesse, all fine at the moment thanks. Probably will be merging the whole thing in a couple of weeks. Most of the stuff is quite straightforward to merge, but probably will need a review for some pieces. Will synch on devel ml and / or IRC when needed.

I guess not, there are some improvements that would be nice to port forward (or at least we have to check if something similar have been implemented in the delop branch).
