Admin / Add + icon on item panel filter #404

For user, group, harvest, category, ... add an icon next to the panel heading to add an item (same action as bottom block button). When item list contains too much items, add action is hard to access.

Cf. #148. La pagination résoud ce problème. On ferme ?

There is no pagination on the administration interface right now, although it makes a lot of sense. Is it some missing pull request?
