This PR implements a new app in GN helm charts.

This app is an UI application containing a dashboard for seeing metadata records, and a powerful form-based editor.

Thanks @edevosc2c for your review ! I've updated the filename and versions. I've set 1.0.0 for the app version even if it's an alpha one.
