An initial attempt to describe the purpose of this repo (largely based on the dask and zarr-developers equivalents)

One thing that came to mind in looking this over compared to the established issues lists for Dask and Zarr is the dividing line of where enhancement proposals / RFCs should go. Is it appropriate to call that out specifically to encourage broader proposals / suggestions / RFCs here, and package-specific feature requests in their respective issue trackers?

I think that indeed is a good dividing line.
