DOC: a KeyboardInterrupt in spatial partitioning notebook in docs

I think that RTD has an issue with reading the GADM dataset in the spatial partitioning notebook in user guide: https://dask-geopandas.readthedocs.io/en/latest/guide/spatial-partitioning.html I guess that it can be some kind of a timeout on their side? I can eventually turn of the execution of this notebook and keep it pre-built, if we don't find another solution (I haven't looked for it in detail yet).

And so the rest of the output cells are still shown, because it takes those from the original notebook? (so effectively not executing most of the notebook)

I think so but I haven't looked into that in detail.
