BLD: test the Python 3.13 wheels #475

We have Python 3.13 wheels now, but we were not yet testing them. Not all (optional) dependencies already have releases supporting Python 3.13, but we can already test with the minimal set of dependencies.

Could a new release be tagged, such that Python 3.13 wheels are deployed to PyPI?
