When the topbar at the bottom, tooltips are below topbar #77

When the topbar at the bottom, tooltips are below topbar. Tooltips should be placed depending on where "topbar" is.

Hi @darkblaze69, thanks for bringing this to my attention! This looks like a nice (enhancement) feature that I hadn't considered before. I'll assign a tag (label) to it and anyone is more than welcome to work on it. If not, then maybe I'll take a look at it in the future.
