utils.misc: import ctypes - CORE.EDI : coordinates written as DMS triple... #26

Important: For being readable in WinGLink, coordinates in EDI files should be given in DMS rather than Deg. Additionally it needs reflat, reflong, refelev in the DefineMeas section.

Adapted and ready to merge
