Certify pygeoapi compliant to OGC API - Processes with OGC. As per PSC decision, we will use our OSGeo budget (150 USD).

[ ] certify with OGC
[ ] update documentation (badge)
[ ] update wiki (badge)
[ ] update website (badge)
[ ] announce/communciations (Mastodon, mailing list, Gitter, etc.)

Targeting for the 0.17 release given compliance is version specific.

Update 2024-07-06:

https://demo.pygeoapi.io/cite now passes CITE compliance on the beta site

testing was done on the beta to ensure it works against the latest OGC API - Processes ETS (1.2)

At this point we can contact OGC for certification.
