commons - manage a centralized list of supported languages #2354

Currently, geOrchestra supports en, fr, es, de, ru. Maybe we should centralize the list in https://github.com/georchestra/georchestra/blob/master/commons/. See https://github.com/georchestra/georchestra/blob/6482f4fdaa2bf874c73ef20529556339fc4a1023/header/src/main/webapp/WEB-INF/jsp/index.jsp#L76
