Applying changes required for proper toggle between cadastrapp and another active drawing tools #159

This PR solves issues listed in https://github.com/georchestra/mapstore2-georchestra/issues/530 and other similar issues related to the activeness of the drawing tools.

Following rules are applied:

Urbanisme toolbar enabled - no action.
Urbanisme tool is toggled on - cadastrap selection tool is toggled off.
Annotations coordinate editor open - cadastrap selection tool is toggled off.
Measure open - cadastrap selection tool is toggled off.
Measure opens as a dock - cadastrap is closed.
Street view open - cadastrap selection tool is toggled off.
Feature editor activated - cadastrapp is closed
Layer filter - cadastrap selection tool is toggled off.

Applied simplified and improved logic of toggling cadastrapp selection tools off whenever another tool starts drawing interaction. @allyoucanmap ready for review
