Update for fsnotify-0.4 #2

Lots of breaking changes: https://hackage.haskell.org/package/fsnotify/changelog

We will require at least some modifications to build. I'm inclined to drop support for older versions, rather than try to CPP it, given how closely-related these libraries are.

Done with 2.0 release.
