[ms]batchd/lim/res: detect low disk space and/or detect rate of consumption by sampling

so, allow lsf to figure out in a ballpark way, how much disk is left.

and when it looks like there will not be enough, pause/suspend and/or 
checkpoint job

if there is not enough space to checkpoint a/all job(s) re-queue job at 
beginning of queue , send email to sysadmin/user

set webui/nagios warning for:
* low  disk space available (in red)
* job suspension/termination/checkpoint

and have a clear error message: what path is that that space is low?
