openlava: easy way to define when a policy change should take effect #227

Sysadmins should have an easy way to define when a policy should take place 
(datetime)
    users should be notified that new policy will be put in place
        send reminder emails

How do we do that? (Discussion)

    Cron/at job?

    Should cron/at job be placed by LSF interface or cobbler/puppet/theforeman/mylab?

    what happens to jobs while the new policy takes effect?
        let them finish

    is this a human problem?
