What does this do?

replace force_text by force_str
replace ugettext_lazy with gettext_lazy in Django version>4.0
update pre-commit hooks

@georgemarshall Is there anything more that @aymaneMx needs to do to get this reviewed/merged? It would be great to get this integrated to deal with the import changes introduced in Django 4.0+. 👍🏼
