Add "Readme.md" for readme loop associated with tidelift check

npm commander module is an example where the readme is Readme.md and the current logic doesn't find this document.

I'm afraid there isn't an easy solution simply using the python.org website. This grants page points to a resolutions page that "lists" the grants, but it is not in format typically understood as "machine readable."

I fear that parsing the resolutions page would introduce a lot of difficulty with little gain.

I therefore suggest closing this issue until a superior alternative presents itself, unfortunately. It was worth checking!
