Use new consolidated base

Closes #272

This updates to pull data from Zach's new airtable base. I temporarily wrote the results to parat_input_test and referenced that dataset in the organizations query. I wrote the result of the updated organizations query to tmp.parat_organizations. Once you have a look and this is eventually ready to go, I'll update the dataset names and make sure the complete pipeline works.

I had to make a couple minor changes to the airtable dag generation code to support this - that PR is here https://github.com/georgetown-cset/airtable-etl/pull/9 if you'd be willing to review as well
