Deleting released release #5

Currently you can delete a release in "released" status. That should not be allowed.

removing this requirement - it is redundant after recent changes, since: 1) pages must be deleted before a release can be deleted 2) you can't delete pages from a release in "released" status (still to be implemented) 3) you can't mark a release as "released" if it does not contain at least a credit page (still to be implemented)

once 2 and 3 are implemented, this requirement will not need to be enforced.
