Clean up DMLJob and add docs

In preparation for the DML Result class, I cleaned up the DML Job class.

Changes:

• Adds docstrings to DML Job
• Removes config from DML Job (it wasn't being used)
• Rename the property labeler to label_index
• Updates the Runner and Tests to reflect the changes
• Other: fixes a typo in a log.
