I really appreciate having a change log already ready to go when making a release. And generally the PR author is best positioned to describe the changes anyway.
How about requesting this in a default pull_request_template. It would live in https://github.com/georust/.github, which is inherited by all repositories in the organization.
Like all the files in georust/.github, pull_request_template can be overridden per-repository if the repo has special needs.
