Updates for GEOS-Chem 14.1.1 #19

This is a set of patches to support dev/14.1.1 since ucx_mod has moved in-module variables, and LWI has been removed.

I also noticed that because UCX variables have moved to State_Chm, Init_UCX needs to be called once per chunk / state variable. I've added this in 9af0d17. Lizzie, if you have added this change as well please feel free to close the pull request.

I was able to run GEOS-Chem 14.1.1 with no issues after merging all changes in this PR.
