XXXXBuildProperties.txt are no longer needed #12

The new way to set compiler options in HEMCO, GCClassic, and GCHPctm mean the XXXBuildPropeties files are no longer needed. Therefore, they should be removed.

This doesn't hurt anything and it's a low priority. I'll close this. We could remove these at some point in the future, but it's okay if they stick around for awhile
