[BUG/ISSUE] Need to update HEMCO run directory creation script to utilize RUNDIR_VARS #142

In GEOS-Chem 13.4.0, the run directory files have been updated to facilitate automated run directory creation. This involved replacing tokens in input files with RUNDIR_* environment variables. This update has currently broken HEMCO run directory creation when pointing to HEMCO configuration files in 13.4.0.
