Describe the update

This PR adds a new example script to create the HEMCO_sa_Spec.rc configuration file (needed for the HEMCO standalone model) from a geoschem_species_metadata.yml file taken from a GEOS-Chem simulation.

This will facilitate updating the HEMCO_sa_Spec.rc file as new species are added into GEOS-Chem simulations and will help the GCST to keep the HEMCO standalone simulation up-to-date.

Expected changes

This is a zero-diff update as it only adds an example script, but otherwise does not change any plotting or tabling functionality.,
