Move all GEOS-Chem input data to AWS

AWS has signed a formal agreement with Harvard to host the data for free. We need to start moving and managing the data.

• Data need to be managed under an official Harvard ACMG account instead of my own account.
• Use requester pay to avoid unnecessary billing and to encourage users to pull data to EC2 instead of to local machines.
• Very frequently used data (HEMCO emission data + 4x5 GEOS-FP data, will just be ~ 100 GB) should also be saved as EBS snapshots, so users can create data volumes in seconds, not in minutes (if transferred from S3).
