Inconsistent time refresh entries between ExtData.rc and HEMCO_Config.rc for carbon simulation

Description of your issue or question

We have discovered several inconsistent entries in the run/GCHP/HEMCO_Config.rc.templates/HEMCO_Config.rc.carbon and the run/GCHP/ExtData.rc.templates/ExtData.rc.carbon. For example:

• Several time refresh entries for the GHGI_EE_ container names in ExtData.rc should have been listed as monthly refresh, but were not.
• The scale GHGI_*SF* scale factor entries had been listed as daily refresh, but should have been monthly.
• An obsolete container name UPDATED_GFED_CH4 is listed in ExtData.rc.carbon but is not in HEMCO_Config.rc.carbon.
