Update carbon simulations to use archived TCR-2 OH fields by default #2537

At IGC11 the Carbon Gases Working Group requested the default OH fields used in carbon simulations be updated from old archived GEOS-Chem fields to TCR-2 fields from Kazuyuki Miyazaki

I have downloaded the netCDF files and am checking for compatibility with HEMCO and MAPL.

Ideally, this would be implemented in GEOS-Chem in 14.6.0, after the CH4, CO2, and tagCO simulations are retired in favor of the carbon simulation.

Note that we should also retain the option to use archived GEOS-Chem OH fields. For example, CH4 within the Integrated Methane Inversion (IMI) workflow still relies on the v5 OH fields.
