Describe the update

  1. Adds a .github folder with issue and pull request templates (based on https://github.com/geoschem/GCClassic)
  2. Adds LICENSE.txt and AUTHORS.txt files
  3. Adds README.md, SUPPORT.md, and `CONTRIBUTING.md files

Expected changes

When clicking on "new issue", the user will be presented with a menu of options (as for geoschem/GCClassic).
